If your business contracts or repairs plumbing installations in Toronto — or even advertises that it does — the City expects a Plumbing Contractor licence. The advertising clause is the part that catches firms out: the obligation starts with the marketing, not the first job. Here is the category, the paperwork and the application, minus the guesswork.
The City of Toronto lists this under its “Trade” category: “A plumbing contractor is a person engaged in the business of contracting and/or repairing plumbing installations, or advertising themselves as a plumbing contractor.”
Who needs this licence?
A plumbing contractor, in the City's words, is a person engaged in the business of contracting and/or repairing plumbing installations, or advertising themselves as a plumbing contractor. Service-and-repair outfits, renovation plumbing subs and emergency-call businesses all fit — and so does a company whose website offers plumbing while its licence file offers nothing.
The class sits beside two others worth distinguishing. The Master Plumber licence is the personal credential of someone who plans, supervises and employs people performing plumbing — masters typically stand behind a contracting business rather than replacing its licence. What documents do you need?
- Two pieces of government-issued identification, at least one with a photo
- Corporate documents or business name registration for the contracting business
- Qualifications evidence for the plumbing trade, per the City's supporting-documents checklist
- A police reference check where the City requests one
Zoning and premises requirements
There is no licensed shop to maintain — this trade lives in other people's mechanical rooms and basements. If you administer the business from home, stay within the home-occupation rules; the permits your jobs need are tied to each job's address and are never satisfied by the licence.
Inspections and approvals
Licence enforcement is complaint-driven — Municipal Licensing & Standards has no contractor premises to inspect, and unlicensed advertising is itself a complaint magnet. The work is another matter: plumbing installations and repairs regularly require stand-alone plumbing permits, inspected on their own schedule. How much does it cost?
There is an application fee and an annual renewal fee for the licence. Amounts sit in the City's licensing fee schedule and are confirmed as part of your application; both are paid to the City directly.

File with Municipal Licensing & Standards under Chapter 545, online through the City's Business Licence & Permit portal — accepting applications since January 2026 — or in person at the licence office. Submit identification, registration and qualifications evidence together, plus a police check where requested.
