The HVAC master licence is the one Hamilton trade licence where several different trade certificates open the same door. Sheet metal, refrigeration and air conditioning mechanic, steam fitter, oil burner mechanic or gas fitter under the Energy Act all qualify, provided you have held the certificate for at least two years. There is no written exam, and no master may work for more than one contractor at a time.
The City of Hamilton lists this under its “Trades” category: “HVAC means the layout, assembly, installation or repairs of any cooling or heating/cooling combination system for residential, commercial, institutional or industrial purposes. No master shall be employed by more than one contractor at a time.”
Who needs this licence?
This is an individual licence. It certifies you as qualified in HVAC work, which the by-law describes as the layout, assembly, installation or repairs of any cooling or heating and cooling combination system for residential, commercial, institutional or industrial purposes.
What makes it distinctive is the breadth of qualifying credentials. A certificate of qualification in the trade of sheet metal, or as a refrigeration and air-conditioning mechanic, steam fitter, oil burner mechanic or gas fitter under the Energy Act will all satisfy the requirement, provided you have held it for a minimum of two years.
That reflects how the trade actually works. Heating and cooling systems combine ductwork, refrigeration, fuel-burning appliances and gas piping, and different tradespeople come into HVAC from different starting points.
There is no written exam. Hamilton accepts the certificate as proof of qualification rather than testing you on the Building Code, as it does for building repair and drain repair masters.
The standing restriction applies: no master shall be employed by more than one contractor at a time. Your licence supports one contractor's licence, and you cannot be named by two firms simultaneously.
What documents do you need?
The checklist has three items, and the middle one deserves care.
First, a Criminal Records and Judicial Matters Check from the police service board in your city of residence, dated within 36 days of your application. Third party clearances are not accepted.
Second, your certificate of qualification. It must be in the trade of sheet metal or refrigeration, or as an air-conditioning mechanic, steam fitter, oil burner mechanic or gas fitter under the Energy Act, and you must have held it for a minimum of two years. Read the trade name printed on your own certificate against that list before you apply, because a related but differently named credential is where applications come unstuck.
Third, the municipally issued photo identification card, produced for you once the application is accepted.
You do not need business registration, insurance or a corporate profile. Those belong to the HVAC contractor licence, which is held by the company you work for.
Zoning and premises requirements
Zoning does not attach to this licence. It is issued to you as a person, so there is no Zoning Verification Certificate, no addendum and no premise plan to produce.
Zoning applies to where the business operates. The contractor who employs you is responsible for the zoning of any shop, warehouse or van yard the company uses.
At a customer's building, the rules that apply attach to that property and to the equipment being installed, and they are handled through the permits and approvals for the job rather than through your card.
Should you eventually start your own HVAC company, the zoning of your premises becomes your problem along with the contractor licence, its insurance requirement and its business registration.
Inspections and approvals
No inspections are listed for this licence and none are circulated when you apply.
There is also no written exam. That is stated plainly in the guide for HVAC masters, so the assessment rests entirely on your certificate of qualification and the length of time you have held it.
Practically, this means the document check is the whole gate. Confirm that your certificate names one of the accepted trades and that the two year minimum is satisfied before you pay any fees, since there is no test you can pass to make up for a credential that does not fit.
Your installations remain subject to the inspection and approval regimes that govern the equipment itself and the building it goes into. A master licence identifies you as qualified; it does not stand in for those approvals.
How much does it cost?
A new HVAC master application carries a processing fee, a licence fee and a photo fee for the identification card.
There is no exam fee, since no written exam is required in this trade. That makes the HVAC master application less expensive than the building repair or drain repair master licences, where an examination and its fee apply.
HST applies to the processing fee and the photo fee, and not to the licence fee.
The master licence fee is set below the HVAC contractor licence fee, because you are being certified as a qualified individual rather than licensed as a business that solicits work. Renewal is the licence fee plus the photo fee, and a lapse brings a reinstatement fee. The City sets all amounts in its fee schedule and confirms them during the application.
How to apply
Start with your certificate. Confirm it names sheet metal, refrigeration, air-conditioning mechanic, steam fitter, oil burner mechanic or gas fitter under the Energy Act, and that you have held it for at least two years.
If the certificate is lost, order a replacement from the province before you begin, because there is no alternative route through an exam in this trade.
Order your Criminal Records and Judicial Matters Check from the police service board in your city of residence so the date is within 36 days when you file.
Submit the application with the certificate and the police check, and pay the processing, licence and photo fees.
Attend in person for the photo so the municipally issued photo identification card can be issued, and carry it on the job. Your employer's contractor licence depends on your licence being current.
Renewals and staying compliant
Renewal is annual and requires Declaration B only, which is lighter than the Declarations A and B that contractors complete.
A new municipally issued photo identification card is printed each year with an updated expiry date, and a new picture is required every three years. Expect an in-person photo visit on that three year cycle.
The renewal charge is the licence fee plus the photo fee. Your certificate of qualification does not have to be re-earned, but keep it accessible, since the licence rests on it.
If you change employers, remember you may only be employed by one contractor at a time. Renew before the expiry date, because a lapse brings a reinstatement fee and can leave your employer short of the master their own licence requires.
