The definition then carves out an exception: a licensed public garage without special equipment capable of washing or cleaning more than fifteen motor vehicles in one day. In practice that is the line between a garage that rinses off the cars it has worked on and a business whose purpose is washing vehicles at volume.
If you already hold another public garage class and you are adding a wash bay, the question to settle is whether the equipment you are installing takes you past that threshold. Put the equipment specification in front of Licensing rather than guessing, because the answer determines whether you need a Class E licence in addition to the class you already hold.
What documents do you need?
Class E keeps its checklist short: four items and one inspection.
Start with the completed business licence application form and business registration, corporate profile or master business licence documentation dated within one year of application. Together they establish who is applying and that the business entity is current.
The Zoning Verification Certificate confirms the address supports a vehicle washing use. There is no criminal record check in this class, which is the same position as Classes C and D and a real difference from Class A and the repair classes.
The scaled plot plan completes the package. It covers the whole property, including current and proposed structures, parking and manoeuvring spaces, exits and entrances, adjacent utility lines, landscaping, fencing, fire hydrants and the roads and sidewalks around the site, with a north point. For a wash site the queuing area is the part of the drawing worth getting right, because vehicles waiting to enter a bay are the most visible impact this business has on its street.
Zoning and premises requirements
Zoning confirmation for the address comes before the licence. The Zoning Verification Certificate is the City confirming in writing that washing or cleaning motor vehicles is a permitted use at that location, and it carries a fee of its own.
If the same category of business was previously licensed at the address within one year, a Zoning Addendum may be completed rather than a full certificate. Taking over an operating car wash is the ordinary case for that route.
The plot plan is reviewed alongside zoning. Zoning establishes that the use is allowed; the plan shows how vehicles will enter, queue, be processed and leave, which is the practical question on a site where vehicles arrive faster than they can be handled.
Inspections and approvals
A parking inspection is the only inspection listed for Class E, and it is arranged after the application is received.
It looks at the property and vehicle circulation: entrances and exits, manoeuvring and parking areas, and how the site relates to the surrounding roads and sidewalks. On a car wash site that translates directly into whether vehicles waiting for a bay can be held on the property rather than on the street.
No fire inspection is listed for Class E, which puts it alongside Classes A, C and D rather than the repair classes. Washing premises do not involve the repair activity that drives the fire inspection requirement in B1, B2 and B3.
How much does it cost?
The new application carries a processing fee, the licence fee and a parking inspection fee. The processing fee and the inspection fee attract HST; the licence fee does not.
Zoning verification or an addendum is billed separately when it is needed, which is why the City quotes the total two ways.
Renewal is the licence fee alone. No inspection fee repeats, so Class E has one of the simplest ongoing cost profiles among the public garage classes.
Renew late and a licence re-instatement fee is added. All current amounts sit in the City's fee schedule and are confirmed while your application is processed.
How to apply
Settle the class question first if you already hold a public garage licence, using the fifteen-vehicle threshold and your equipment specification as the reference point.
Order the Zoning Verification Certificate for the address, or ask whether an addendum applies because the same category of business was licensed there within the past year.
Pull current business registration or corporate profile documentation and commission the scaled plot plan, paying particular attention to how vehicles queue and circulate on the site.
Submit the application form with the package and pay the processing, licence and inspection fees. The parking inspection is arranged after the application is received, and the licence follows once it is cleared.
Renewals and staying compliant
Class E renewal requires Declaration B to be completed and the licence fee to be paid. Declaration A is not part of this class's renewal, which puts Class E with Classes C and D rather than with A and the B classes.
There is no recurring inspection fee, so the renewal cost is the same from one year to the next.
If the licence lapses, a licence re-instatement fee applies on top of the licence fee. Seasonal businesses are particularly prone to letting this slip during a quiet period, so set the reminder independently of the trading calendar.
