Toronto licenses driving instructors individually, and it splits the instructor licence by one practical fact: whose car the lesson happens in. If you provide in-vehicle instruction for a driving school using a vehicle you own, this is your class — the instructor and the car are licensed together. Here's how it works.
The City of Toronto lists this under its “Vehicle” category: “If you provide driving instruction in a vehicle for a driving school that is owned by you.”
Who needs this licence?
This licence is for individuals who provide driving instruction in a vehicle for a driving school, where the vehicle is owned by the instructor. You are not the school — the operator holds its own licence — but because the training car is yours, your licence carries the vehicle side too: its registration, insurance and condition are part of your file, which is why the class sits in the vehicle category.
If you instruct in a vehicle that is not registered to you — typically the school's car — the parallel instructor class for a school's vehicle applies instead, without the vehicle paperwork. And whichever municipal class fits, Ontario regulates driving instructors provincially, so your provincial instructor credential sits alongside the City licence; the municipal licence does not replace it.

Inspections and approvals
Expect the compliance focus on the car: a training vehicle owned by the instructor is expected to be safe, properly equipped for instruction, registered and insured, and its condition is part of what licensing compliance means in this class. Municipal Licensing & Standards administers the licence, and being able to produce your licence and vehicle documents during instruction is the working reality of inspection.
How much does it cost?
The class carries an application fee and an annual renewal fee, set in the City's licensing fee schedule, confirmed during the application, and paid to the City directly by the instructor.
How to apply
Apply through Municipal Licensing & Standards under Chapter 545 of the Municipal Code — online via the City's business licence portal, live since January 2026, or in person. File your identification, provincial credential evidence and the vehicle's registration and insurance as one complete package.
Coordinate with the school you teach for: the operator's licence and your instructor licence are separate approvals, and lessons are only fully legal when both are current.
Renewals and staying compliant
Renew annually before expiry, and treat vehicle changes as licence events: replacing your car means updating the file so the licence matches the vehicle actually used for lessons. If you stop using your own car and move into the school's vehicles, that is a change of class, not just a change of keys.
